• What issues are addressed?:
• The problem is the growing number of women and children experiencing child protection issues, often involving family violence and homelessness. Family violence is the principal reason for Child FIRST reports and for people seeking assistance from specialist homelessness services. Women and their children are significantly affected by family breakdown and unstable housing (homelessness). These families are significantly more likely to experience poorer physical and mental health, lower educational attainment, engagement in employment and greater reliance on government services. The nature of this escalating problem is that women and children are cycling through the service system perpetuating disadvantage, which may continue to occur over generations. Many women who have been affected by family violence, mental illness, substance use challenges, and interaction with the criminal justice system have often been in and out of a range of support systems that have, to date, failed them.
• Project Description:
• The Families Supportive Housing building will include 60, two, three and four bedroom apartments over seven levels.
  Without a stable home and intensive support following a family breakdown many women and children become more vulnerable and marginalised in communities. We know that many women who miss out on housing and support resort to living in cars or unsafe and
  temporary accommodation that puts their families at greater risk.
  Department of Health and Human Services rightly demands that children live in suitable homes where they have access to basic necessities and are protected from abuse.
  The Families Supportive Housing project is designed to support 60+ women and their children experiencing child protection issues, often involving family violence and homelessness.
  A housing first approach, with support-services provided by Uniting, will help build sustainable lives.
  The project provides early intervention for complex challenges and reunification of children with their mothers.
• Alleviating suffering / disadvantage?:
• -Provide permanent, safe, affordable housing.
  - Offer onsite, targeted supports to empower women to sustain their housing.
  - Increase women’s capacity and confidence in parenting.
  - Improve children’s early development and educational outcomes.
  - Improve the health and well-being of the family.
  - Rebuild social connections/community involvement.
  - Engage in education, training and employment opportunities.
• Changing Policy, Practices & Systems?:
• The nature of this escalating problem is that women and children are cycling through the service system perpetuating disadvantage, which may continue to occur over generations.
  Many women who have been affected by family violence, mental illness, substance use challenges, and interaction with the criminal justice system have often been in and out of a range of support systems that have, to date, failed them.
  The Families Supportive Housing project is about making a sustainable difference by reducing the churn through homelessness services, child protection, and other health and human services. Establishing relationships and building trust requires a longer term commitment than a crisis response. The Families Supportive Housing project supports women to rebuild their lives, connect with community, enhance education and economic opportunities, and importantly, strengthen their relationship with their child.
• Investing in or empowering women?:
• This project is about making a sustainable and empowering difference to the lives of women and children by reducing their reliance on child protection, homelessness, health and generalist services. The Family Supportive Housing project will assist in breaking the cycle of intergenerational disadvantage.
  
  With a focus on parenting support for the women and education for the children, these families will have the opportunity to reach their full potential, and be a part of a vibrant, supportive community.
• Media / Promotion?:
• Media/promotion will commence once approx 70% of the required funds have been raised through philanthropy, trusts and foundations.
• How is success evaluated / measured?:
• As a point of difference to other community organisations, Launch Housing invest in a dedicated Research, Service Development and Advocacy Department. Our researchers and practice leaders ensure that across the organisation, programs and services are evidence informed and regularly reviewed for continuous improvement to our model of practice. Outcomes of the Families Supportive Housing project will be tracked and measured through the customised web-based electronic client management systems developed and
  maintained by the Infoxchange, the Service Record Seeker (SRS), which allows us to collect and manage client information and to capture the key housing outcomes and personal well-being measures detailed above. Our tenancy and crisis accommodation services also use electronic client management systems PAMS and Chintaro. These data sources will allow for integrated program and organisational reporting.
